Join us at the centre

At EFIS Centre, we “practice what we preach” about open innovation systems. We actively welcome new applications for membership from individual scholars and practitioners and like-minded organisations working on all aspects of innovation systems and related fields. EFIS Centre members are invited to co-develop ideas for new strands of research on or testing of new instruments to enhance innovation system performance.

Applications from students or individuals should include a recent CV and a summary of interests in innovation systems research or policy.

Applications from organisations should include a half-page summary of the mission and recent activities and a list of up to five recent projects or initiatives relevant to the EFIS Centre mission. At least two CVs of staff members should be provided, one of whom should be designated as the representative contact point.

Applications can be sent at any time by email to info@efiscentre.eu.

Annual membership fees for 2017 are:

• €75 for students (Masters or doctoral studies)
• €150 for individual membership
• €500 for corporate/institutional members

Members receive our quarterly e-newsletter ‘System thinking’ including a review of recent developments in innovation system research and policy; as well as preferential rates for our ‘Innovation System Insights’ workshop series that will launch in the first semester 2017.

This project aims to develop an e-policy platform augmented with a toolbox of applications and online services, which will assist national and regional authorities in the EU in elaborating or revising their smart specialisation agenda, in terms of policies and strategy. The platform will leverage existing methodologies, initiatives and tools developed by the European Commission for the development of smart specialisation (RIS3) strategies, but it will also investigate, develop and test new and innovative technologies, tools and services aiming to strengthen the European capacity for knowledge-based policy advice.

European E-Infrastructure Services Gateway

During the last two decades, Europe has invested significantly in the development of e-infrastructures that support scientific research and the commercialisation of resulting services. In parallel to the thematic investments under the European Strategic Framework for Research Infrastructure (ESFRI), horizontal e-infrastructures have gained the trust of the wider research community. GÉANT, PRACE, EGI, EUDAT and OpenAIRE are the most prominent. These empower scientific communities with ubiquitous, trusted and seamless access to facilities, resources and collaboration tools, bringing to them the power of technology for communication, computation, storage, access and instrumentation.

Rewilding Innovation Systems

Rewilding has been defined most eloquently and simply by George Monbiot as ‘the mass restoration of ecosystems’. A longer definition is that rewilding is a form of conservation which aims to return areas of land to their natural wild state, especially by bringing back animal species that used to live there. Rewilding movements (such as Rewilding UK) seek to allow nature to look after itself; help people to thrive alongside wildlife; and securing the good things that nature provides for current and future generations

In line with the ex-ante conditionality of Europe’s Structural and Investment Funds (ESIF), regions of member states must design and implement a research and innovation strategy for smart specialisation (RIS3) in accordance with the new EU 2020 strategy on smart, sustainable and inclusive growth.

In accordance with this conditionality, Online S3 proposes to close the gap that currently exists between the expectations of these research and innovation strategies and outcomes of smart specialisation, by offering services, tools and applications, which cover the design and implementation of RIS3.

An empirical test of the regional innovation paradox: can smart specialisation overcome the paradox in Central and Eastern Europe?

The regional innovation paradox is the greater need of lagging regions to invest in innovation and their relatively lower capacity to absorb funding compared to more advanced regions. Using data on regional public spending, industry composition and economic performance, we test empirically whether there is a differential impact of European funding on regional economic growth between Eastern and Western European regions. We conclude that the paradox is proven and consider the extent to which smart specialisation strategies may help to improve the quality of governance of regional innovation systems.

Smart specialisation strategies in south Europe during crisis

Over the last decade, southern European countries faced their gradual decline of competitiveness on international market by artificially sustaining demand through borrowing. Government budgets and the banking system offered liquidity, loans beyond the refund capacity of recipients, and supported growth by expanding domestic demand for consumer products. This erroneous reading of the origins of the crisis resulted in the adoption of economic policy recipes that led to spiralling public debt, the collapse of the banking system, and the near bankruptcy of Greece, Slovenia, and Cyprus.
